This is Grandma, the bald eagle. She is being treated for an eye infection and when it is cleared up this 41-year old will have her cataracts removed. In previous days, she and her mate had several clutches of eggs that were incubated by humans who raised the babies using eagle face puppets until they were released into the wild, so this old lady probably has several generations of kin flying free somewhere.
